New All India Institutes of Medical Sciences

In the first phase, six AIIMS are being set up at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh. Two more AIIMS, one at Rae Bareli, Uttar Pradesh and the other at Raiganj, West Bengal have been approved in the second phase of PMSSY. Nineteen existing Government medical college institutions have been taken up for up-gradation for creation of super specialty facilities in the first & second phases of PMSSY.

  • GOVERNANCE: Legislation

    AIIMS Act 1956 has been amended by enactment of AIIMS (Amendment) Act, 2012 which has come into force with effect from 16th July, 2012. The amendment has brought new AIIMS under the ambit of AIIMS Act 1956 and also provides for establishment of more than one AIIMS at various locations. Each of the new AIIMS is an Institution of National Importance under the Act.

  • GOVERNANCE: Selection Committee & Finance Committee

    Under the provisions of the AIIMS Act, 1956 and AIIMS (Amd) Act 2013, Institute Bodies for each of the six new AIIMS have been constituted vide Gazette Notification dated, the 2nd of July 2013.

  • GOVERNANCE: Audit by C&AG

    These Committees have been put in place for each new AIIMS. At present they are called ad hoc Committees pending formal ratification by Institute Body.

  • GOVERNANCE: AIIMS Recruitment

    As per AIIMS Act 1956, audit of the AIIMS are to be done by C&AG. MoHFW approached the C&AG for the purpose based on the recommendation of Finance Committee. C&AG have passed the relevant orders and communicated to the Ministry of Finance on 8 July 2013 to conduct the audit through C&AG mechanism.

  • GOVERNANCE: Delegation of Powers

    For the present, Rules and Regulations of AIIMS New Delhi are being made applicable to the new AIIMS. Directors, Deputy Directors (Administration), Financial Advisors and Superintending Engineers are in position at all the six new AIIMS. Medical Superintendents have been appointed for four new AIIMS. The process for filling the post of MS at two other new AIIMS is in progress at advanced stage. About 310 Faculty for new AIIMS have been appointed. These are Professors, Additional Professors, Associate Professors, Assistant Professors and Principal (Nursing College). Sanction has been accorded for each of the AIIMS to engage services of 515 personnel through job outsourcing for eleven months. This is in addition to services like Security, Catering and Housekeeping which have been outsourced. To strengthen the Project Cells for improving supervision control on works at 6-AIIMS sites, 26 consultant engineers have been deployed. Agreement of Ministry of Finance was initially obtained for creation of 1145 posts of various faculty and other positions at each of the new AIIMS. Recently, Ministry of Finance has also agreed to creation of 2936 additional posts for each of the six AIIMS. Advertisements have been published by respective AIIMS to fill the posts in a phased manner.

  • ACADEMICS: Admission of students at new AIIMS

    50 students, selected on the basis of All India Entrance Examination 2012, were admitted in each AIIMS (totaling 300 students) to the 1st MBBS course in September 2012. All India Entrance Examination 2013 for admission of 100 students as the second batch of MBBS and of 60 students as the first batch of B.Sc. Nursing in each AIIMS (totaling 600 MBBS and 360 BSc Nursing) was conducted on 1 June 2013. Results have been declared. Counseling of candidates for admission is in progress. The academic session is from August 2013.

  • ACADEMICS: Teaching at new AIIMS

    Semester examinations were conducted during academic session and the First Final Professional examination for the batch has been conducted. Curriculum of AIIMS New Delhi is being followed. Several CMEs have been conducted by the new AIIMS.

  • ACADEMICS: Clinical Facilities at new AIIMS

    OPDs have been made functional at each new AIIMS. IPD facility at hospitals is expected to start during 2013-14.

In respect of AIIMS Rae Bareli Project, the Government of Uttar Pradesh has agreed to provide about 148 acres of land for setting up the Institute. Out of this, the State Government of UP has transferred 97 acres of land in Rae Bareli to Ministry of Health and Family Welfare. The Ministry has appointed M/s. HSCC (I) Ltd. as Project Management Consultant for setting up of the Institute. The Project Management Consultant has initiated action for inviting tender for construction of housing complex, preparation of detailed project report for medical college and hospital.

The Government of West Bengal is yet to hand over the required land for setting up of AIIMS under the PMSSY.
