1. The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) was announced in 2003 with objectives of correcting regional imbalances in the availability of affordable/reliable tertiary healthcareservices and also to augment facilities for quality medical education in the country.

PMSSY has two components:
(i) Setting up of AIIMS like Institutions
(ii) Upgradation of Government Medical College Institutions.


2. Six AIIMS-like institutions, one each in the States of Bihar (Patna), Chhattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur) and Uttaranchal (Rishikesh) have been setup under the PMSSY scheme. Approved cost of each new AIIMS in first phase was 820 crores. Rs. 620 crores towards cost of construction and Rs. 200 crores for procurement of Medical Equipment and modular Operation Theatres.

3. Major Facilities at six AIIMS
The major facilities that is to be made available in each AIIMS in a phased manner as follows:

a) Hospital with total bed strength of 960 beds with specialty/super specialty departments

i) 500 beds – Hospital with 18 Specialty disciplines
ii) 300 beds – 15 Super Specialty disciplines
iii) 100 beds – ICU/Accident Trauma
iv) 30 beds – AYUSH
v) 30 beds – Physical Medicine & Rehabilitation (PMR)


b)Basic Science Departments – 6 Nos.
i) Anatomy
ii) Physiology
iii) Biochemistry
iv) Pharmacology
v) Community Medicine
vi) Forensic Medicine

c)Other Departments
i) PMR Department
ii) AYUSH facilities

d)Specialty and Super Specialty Departments
The following specialty/ super specialty treatment facility and medical education will be made available in functional six AIIMS Institutes.

4. Current status of six AIIMS

Legislative Position
AIIMS Amendment Act, 2012 has been enacted amending the All India Institute of Medical Sciences Act, 1956 to provide autonomous status to the six AIIMS. The societies formed earlier have been incorporated as corresponding Institute. Institute Body for each new AIIMS has also been constituted in July, 2013. Besides, Governing Body, Standing Finance Committee and Academic Committee for six new AIIMS have also been constituted.
Status of operation
Medical College and Nursing Colleges at all six AIIMS have started functioning from September, 2012 and September, 2013 respectively. OPD facilities have also become functional at all six AIIMS. Besides, IPD have also become operational with partial bed capacities at new AIIMS.
Regular MBBS batches started since 2012 in all six new AIIMS with a batch of 50 students and currently has a batch size of 100 students. Regular Nursing Courses started since in all six new AIIMS in 2013 with a batch size of 60 students.
IPD, OPD OT Services in all six new AIIMS are functional


Status of manpower recruitment:

Creation of posts: 4089 posts of various categories including faculty and nursing have been created for each of the six AIIMS. Recruitment to various positions is being made in phased manners on need basis keeping in view the requirement as new services/facilities are planned.

The various posts are filled up in phased manner on need basis as additional services are rolled out.The recruitment rules for non faculty posts have been finalized by the Ministry and advised to six new AIIMS.


5. Status of other announced new AIIMS

02. AIIMS Nagpur • Cabinet approved setting up of AIIMS at Nagpur in Maharashtra at the cost of Rs 1577 crore on 07.10.2015.

• Work awarded for construction of Residental Complex & OPD Block. work is in progress:55.50%
• Work awarded for construction of Hospital Block & Academic Campus. Work in progress: 16.00%
• First batch of 50 MBBS students being started from 2018-2019 academic session from temporary campus.
03. AIIMS Gorakhpur • The Cabinet approved the proposal for the establishment of New AIIMS at Gorakhpur in Uttar Pradesh at a cost of Rs 1011 crores on 20.07.2016.
• Executing Agency has been appointed
•Construction in Design and Build Moode (EPC).
• Tender & work awarded to EPC Contractor (M/s L&T) on 06.04.2018.
• Preparation of Detailed drawings by M/s L&T including proof checking of Structural designs from IIT Chennai in progress.
• Construction w.r.t RCC work for foundations of OPD Block, AYUSH, Guest House, Director’s Residence, Medical College (Part) in Progress.
• Progress of work: 19.94%.
04. AIIMS Kalyani • Cabinet approved setting up of AIIMS at Kalyani in West Bengal at the cost of Rs 1754 crore on 07.10.2015.
• HSCC (I) has been appointed as executing agency.
• Work awarded for construction of Residential Complex & OPD Block. Work in progress: 42.500%
• Work awarded for construction of Hospital Block & Academic Campus. Work in progress: 15.50%

Phase-V (6 new AIIMS have been announced during Budget Speech 2015-16 one each in Assam, Himachal Pradesh, Jammu & Kashmir, Punjab, Tamil Nadu and Bihar. Hon’ble PM has announced setting up of total two AIIMS in capital cities of J&K a part of Prime Minister Development Package for J&K.)

05. AIIMS Assam • The site identified by Government of Assam at Village jalah, Mouza Sila Sinduri Ghopa in Kamrup District has been approved.
• The cabinet approved setting up of AIIMS at Guwahati, Assam at the cost of Rs. 1123crore on 24.05.2017.
• Demarcation of land by State Govt. completed in Jan, 2018
• Topographical surveys completed in Feb, 2018.
• Architect appointed for Master Plan and Concept Designs on 31.05.2018. • Soil survey and construction of boundary wall could not be taken up due to water logging in several pockets. • Preparation of EPC tender including MGPS & MoT completed and NIT issued on 12.10.2018. Bids received on 10.12.2018 and are under evaluation.
06. AIIMS Bihar • State Government is yet to identify site for establishment of AIIMS.
07. AIIMS Himachal Pradesh • Cabinet has approved setting up of new AIIMS at Bilaspur, H.P on 03.01.2018 at a cost of Rs 1351 Crore.
• Boundary wall work in progress. • Design consultant appointed. • Master plan finalized. Tender finalized.
08. AIIMS Jammu • Cabinet has approved setting up of new AIIMS at Vijaypur in Samba District Jammu on 10.01.2019 at a cost of Rs 1661 Crore.
• CPWD appointed as executing agency for construction work.
• Digital Topographical Survey has been completed.
• Design consultant appointed.
09. AIIMS Kashmir • Cabinet has approved setting up of new AIIMS at Awantipura in Pulwama District Kashmir on 10.01.2019 at a cost of Rs 1828 Crore.
• CPWD appointed as a executing agency for construction work.
• Digital Topographical Survey has been completed.
10. AIIMS Punjab • Cabinet approved the proposal for the establishment of New AIIMS at Bathinda in at a cost of Rs 925 crores on 27.07.2016.
• Master Plan and concept Plan finalized.
• Architecture Consulant selected for preparation of Master plan & concept Designs for proposed AIIMS, through Global Bid Process.
• Work awarded under EPC mode.
•Construction in EPC Mode in progress (8.23%)
11. AIIMS Tamil Nadu • Cabinet has approved setting up of new AIIMS at Madurai Tamil Nadu on 17.12.2018 at a cost of Rs 1264 Crore.
Pre-investment work in progress.

11. AIIMS Gujarat • Cabinet has been approved setting up of AIIMS in Rajkot, Gujrat at a cost of Rs 1195 crore on 10.01.2019
